As one time Stasi boss Markus Wolf conceded (Man without a Face, 1997, pp 98-122), the erection of the Berlin Wall was a sign of failure and defeat rather than an expression of strength. That is why closing the City gates to the West on migrants and tourists like Fortress Europe or Pax Americana are overtly doing while leaving the backdoor wide open so the City can exploit its "unwanted" visitors is an admission that we have yet to learn from history.
